The State Audit Office supports colleagues in Uzbekistan in the application of international auditing standards

In June, during a working visit to Tashkent, Uzbekistan, the experts of the State Audit Office of Latvia provided professional support to the Supreme Audit Institution of Uzbekistan (SAI) in its development and capacity building by strengthening the institution's approach to International Standards for Supreme Audit Institutions (ISSAI).

The support of the State Audit Office to the SAI Uzbekistan has been provided in response to the institution’s invitation to get acquainted with the experience and best practice of the State Audit Office of Latvia in the adoption of ISSAI standards and their practical application, especially in the field of financial, compliance and performance audits. Considering that the SAI Uzbekistan is the newest member of the International Organization of Supreme Audit Institutions INTOSAI, compliance with the principles and adaptation of the standards is an essential aspect of the progress towards effective management of the system of public financial resources.

During the visit, the experts of the State Audit Office of Latvia provided an insight into the principles of financial and compliance audits such as planning, selection, information analysis and risk assessment. Using practical examples from the audit work of the State Audit Office of Latvia, information was provided on the use of practical methods and tools, various examples and typical situations in conducting audits were analysed.

Since 2024, the provision of support to the SAI Uzbekistan has been included in the development cooperation program implemented by the State Audit Office of Latvia “Building the Capacity of Supreme Audit Institutions of the EU Eastern Partnership in the Process of Integration of International Standards of Supreme Audit Institutions (ISSAI)”. The financing of this project was allocated from the funds of the Development Cooperation Policy Plan administered by the Ministry of Foreign Affairs of Latvia.

The international cooperation of the State Audit Office of Latvia:

  • Includes cooperation platform of the Supreme Audit Institutions of the Member States of the European Union and the European Court of Auditors - the Contact Committee; as well as acts as an auditor of international organizations;
  • Ensures participation in and professional contribution to the work of INTOSAI, EUROSAI international working groups and in the INTOSAI Financial Audit and Accounting Subcommittee;
  • Provides development and other support to supreme audit institutions of other countries and offering international consulting services as a professional, highly qualified, and experienced consultant in public sector auditing.

About the State Audit Office of Latvia

The State Audit Office of the Republic of Latvia is an independent, collegial supreme audit institution. The purpose of its activity is to find out whether the actions with the financial means and property of a public entity are legal, correct, useful and in line with public interests, as well as to provide recommendations for the elimination of discovered irregularities. The State Audit Office conducts audits in accordance with International Standards of Supreme Audit Institutions of the International Organization of Supreme Audit Institutions INTOSAI (ISSAI), whose recognition in Latvia is determined by the Auditor General.

100 years of AUDIT STRENGTH

On 16 August 2023, the State Audit Law turned 100 years old. With the adoption of this Law, the State Audit Office from a formal de facto institution founded on 2 December 1918 became a de jure independent, collegial supreme audit institution of the Republic of Latvia. The State Audit Office is one of the independent state institutions enshrined in the Satversme (Constitution) of Latvia. The Constitution was signed by Roberts Ivanovs as the secretary of the Constitutional Assembly, who was then confirmed as the Auditor General. He worked as the first Auditor General for 12 years. His signature confirmed the text of our Constitution alongside that of Jānis Čakste.
