On 7 August 2025, during a remote meeting between representatives of the State Audit Office of Latvia, the Supreme Audit Institution of Dominica (SAI), the International Organization of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI), and the Caribbean Organization of Supreme Audit Institutions (CAROSAI), a Phase 2 of the Cooperation Agreement of the Global Integrity Program (GSAI) project to support the SAI Dominica, and the beginning of the next phase was solemnly marked.
Phase 2 of the project is intended to continue the long-term support for the development of the SAI Dominica, which began in 2023. From the moment of signing the Cooperation Agreement until the end of 2027, support will be provided in several directions:
- Improvement of audit processes: improvement and piloting of public sector audit methodologies, processes and manuals, strengthening stakeholder engagement and improving the roadmap, training employees in its application.
- Strengthening institutional independence: cooperation with the responsible committee of the Dominica Parliament.
- ICT capacity development: use of data analytics in public sector auditing, development of ICT strategy and implementation of audit management system.
- Improving strategic and operational management: development of a new strategic plan, support in the application of the Code of Ethics (including the development of guidelines), provision of IntoSAINT assessment and implementation of risk management.
Ms Maylina Jno Ville, Head of the SAI Dominica, expresses her enthusiasm and gratitude to the experts of the State Audit Office of Latvia involved in the project for their significant contribution to the institution’s operational effectiveness, “I am honoured to approve this cooperation agreement for Phase 2 of the project officially. This agreement is a crucial step in our commitment to improving the professional integrity and effectiveness of the Supreme Audit Institution of Dominica. This cooperation helps us to improve our public sector auditing practice continuously by providing even better services to stakeholders and strengthening our commitment to transparency in governance.”
In his turn, Auditor General of Latvia Edgars Korčagins emphasizes, “The next phase of the project is very important to ensure the sustainability of all the support provided so that the staff of the SAI Dominica can apply all the advice received and the documentation prepared practically even after the project is completed.”

The project is funded by the European Union and the SAI Saudi Arabia through the INTOSAI IDI and will amount to approximately 148,000 US dollars by the end of 2027.
Since July 2023, the State Audit Office of Latvia has been implementing the GSAI Phase 1 project to support the SAI Dominica in cooperation with the INTOSAI IDI and CAROSAI.
International cooperation of the State Audit Office of Latvia:
- Participates in the platform of the Supreme Audit Institutions of the Member States of the European Union and the European Court of Auditors Contact Committee, as well as acts as an auditor of international organizations;
- Ensures participation in and professional contribution to the work of INTOSAI, EUROSAI international working groups and in the INTOSAI Financial Auditing Standards Subcommittee;
- Provides development and other support to supreme audit institutions of other countries and offering international consulting services as a professional, highly qualified, and experienced consultant in public sector auditing.
About the State Audit Office of Latvia
The State Audit Office of the Republic of Latvia is an independent, collegial supreme audit institution. The purpose of its activity is to find out whether the actions with the financial means and property of a public entity are legal, correct, useful and in line with public interests, as well as to provide recommendations for the elimination of discovered irregularities. The State Audit Office conducts audits in accordance with International Standards of Supreme Audit Institutions of the International Organization of Supreme Audit Institutions INTOSAI (ISSAI), whose recognition in Latvia is determined by the Auditor General. Upon discovering deficiencies, the State Audit Office of Latvia provides recommendations for their elimination, but it informs law enforcement authorities about potential infringements of the law.
