On Thursday, 5 December 2024, Auditor General of Latvia Edgars Korčagins visited Chisinau, Moldova, to discuss support for the Supreme Audit Institution (SAI) of Moldova and to strengthen development cooperation project activities. The visit was part of the official events marking the 30th anniversary of SAI Moldova, attended by international partners and SAI representatives who provide essential support to the institution on a daily basis. Latvia’s experience and contribution to the development of SAI Moldova is highly valued, and this meeting confirms the continuation of cooperation in the region.
“The State Audit Office of Latvia has been a long-term cooperation partner of SAI Moldova by sharing experience and facilitating the exchange of knowledge since 2014. This year, we have supported SAI Moldova in conducting audits of the consolidated accounts of the state budget and are helping to introduce effective audit practices. Latvia’s experience in implementing reforms and strengthening capacity is very valuable, as we have also gone through a similar path of change. We are ready to share our knowledge to facilitate responsible and transparent public administration,” emphasised Auditor General Edgars Korčagins.
During the visit, Mr Korčagins met with representatives of SAI Moldova by confirming our support and emphasising the contribution of the State Audit Office of Latvia in providing professional experience and knowledge. The talks highlighted the achievements of cooperation so far.
The Auditor General of Latvia also met with H.E. Ambassador of the Republic of Latvia to Moldova Edgars Bondars and the Head of the Moldova Office of the German International Cooperation Agency (GIZ) to discuss the provision of support to SAI Moldova. The parties outlined the significance of an effective public sector auditing system, which was an essential tool in the management of public resources and strengthening public trust in public administration, as well as ensuring the independence of the institution. These meetings demonstrate Latvia’s commitment to supporting international partners and promoting the development of public sector auditing process and strengthening the capacity of the institution, which is the basis for the effective management of public finances.
The international cooperation of the State Audit Office of Latvia:
- Leads the Working Group on Municipality Auditing of EUROSAI, a regional organisation of the International Organization of Supreme Audit Institutions (INTOSAI), serves on the Contact Committee, of the Cooperation Platform between the SAIs of the EU Member States and the European Court of Auditors, and acts as an auditor of international organisations;
- Ensures participation and professional input in the INTOSAI and EUROSAI International Working Groups and the INTOSAI Financial Auditing Standards Subcommittee;
- Provides development and other support to the SAIs of other countries and offers services in the international consulting market as a professional, highly qualified, and experienced consultant in the field of public sector audits.
About the State Audit Office of Latvia
The State Audit Office of the Republic of Latvia is an independent, collegial supreme audit institution. The purpose of its activity is to find out whether the actions with the financial means and property of a public entity are legal, correct, useful and in line with public interests, as well as to provide recommendations for the elimination of discovered irregularities. The State Audit Office conducts audits in accordance with International Standards of Supreme Audit Institutions of the International Organization of Supreme Audit Institutions INTOSAI (ISSAI), whose recognition in Latvia is determined by the Auditor General. Upon discovering deficiencies, the State Audit Office of Latvia provides recommendations for their elimination, but it informs law enforcement authorities about potential infringements of the law.
